The Centre has appointed Prashant Panwar as Deputy Secretary in the Ministry of Coal under the Central Staffing Scheme. The decision places the 2015-batch IAS officer from the Haryana cadre in an important administrative role at a time when the government continues to focus on energy management and policy coordination.

Officials in New Delhi confirmed the appointment as part of the Centre’s regular process of bringing experienced All India Services officers into central administration. The move also reflects the government’s effort to strengthen policy execution through officers with field-level governance experience.

During his service in Haryana, Panwar handled multiple administrative responsibilities across departments and districts. Colleagues in the state bureaucracy often described him as an officer known for disciplined administration and quick coordination during public service assignments.

The Ministry of Coal plays a major role in India’s energy framework because coal continues to remain one of the country’s biggest sources of power generation. The ministry handles production policy, coordination with public sector companies, and long-term planning linked to industrial growth and energy security.

Officials familiar with central deputation postings said officers moving from state cadres to Delhi often bring practical governance experience that helps ministries improve implementation on the ground. Such appointments also help strengthen coordination between the Centre and states on large infrastructure and resource-related projects.

In Haryana, Panwar worked during a period when the state administration dealt with rapid urban growth, infrastructure expansion, and public welfare delivery. Administrative officers who worked alongside him said he maintained a strong focus on governance efficiency and timely execution of official work.

The appointment comes as the Centre continues reshaping administrative responsibilities across ministries ahead of several major policy initiatives linked to energy transition, industrial demand, and mining sector reforms.

On the ground, officers in the bureaucracy view central deputation as an important phase in an IAS career because it offers direct exposure to national policymaking and inter-ministerial coordination.

With his new assignment in Delhi, Prashant Panwar now joins the Coal Ministry at a crucial stage when India continues balancing rising energy demand with long-term sustainability goals.
