US Director of National Intelligence Tulsi Gabbard, UK’s National Security Advisor Jonathan Powell, and New Zealand’s intelligence head Andrew Hampton joined intelligence chiefs from various countries in New Delhi on Sunday. They gathered for a conference hosted by National Security Advisor Ajit Doval, R&AW chief Ravi Sinha, and Intelligence Bureau director Tapan Deka.

Gabbard and Powell will also attend the Raisina Dialogue, beginning Monday. Organized by the Observer Research Foundation and the Ministry of External Affairs, the three-day event will feature Prime Minister Narendra Modi’s inaugural speech. New Zealand Prime Minister Christopher Luxon, who arrived Sunday, will serve as the Chief Guest and deliver the keynote address. The Dialogue will bring together representatives from 125 countries, including ministers, former heads of state, military commanders, industry leaders, and academics.

The 2025 edition follows the theme ‘Kalachakra – People, Peace and Planet.’ Discussions will span six key areas: shifting global politics, environmental challenges, digital transformation, trade dynamics, development strategies, and global peace efforts.

The Sunday gathering of intelligence leaders from three Five Eyes members—US, UK, and New Zealand—highlights India’s deepening security and intelligence ties with its global partners. India has hosted these high-level security meetings since 2022, coinciding with the Raisina Dialogue.

Luxon, on a five-day visit, will meet Prime Minister Modi on Monday for wide-ranging talks. This marks his first visit to India as New Zealand’s Prime Minister, and he has brought one of the largest delegations in New Zealand’s history. Union Minister SP Singh Baghel welcomed him at the Delhi airport.

Luxon expressed his desire to enhance economic ties with India, calling for a stronger trade relationship. He emphasized India’s crucial role in the Indo-Pacific and said he would discuss regional security and prosperity with Modi.

Accompanying Luxon are senior business leaders, ministers, prominent Kiwi Indians, and parliamentarians. He believes this visit will boost trade, business opportunities, and investment between the two nations.
