UP: Officials asked to inspect govt hospitals and ensure availability of necessary facilities

Lucknow, Nov 07 (HS): Uttar Pradesh Chief Secretary Rajendra Kumar Tiwari has directed the Commissioners and District Magistrates to initiate effective steps and also to launch a drive for the prevention and control of dengue fever and other vector borne diseases.

He said that the officials should inspect the government hospitals and ensure the availability of dengue ward, medicine and other necessary facilities in abundant amount. He also directed the officials of medical department and city corporations to ensure regular fogging and sprinkle of anti-larva slide spray under their jurisdiction.

He said, A joint team of the Additional Chief Medical Officer/Deputy Chief Medical Officer and the officers of City Corporation should be formed to ensure that the staff and the units working to prevent dengue in dengue affected areas are responsibly discharging their duties or not.

Through a circular issued to all the commissioner and District Magistrates, he said, to organize health camps to aware the people regarding the prevention of dengue and also to establish a dengue fever help desk in the nearby hospitals of the dengue affected areas and also to ensure its smooth execution. Information regarding control and prevention from dengue fever should be given to the common people through radio, TV, poster, print and by the electronic media. It should be ensured in the residential areas that water should not get collected in the drain, in pit or in some other places.

In this row he directed that Aasha, Aangnbari workers and ANM should visit the families suffering from fever door to door and should also ensure to take them in the nearby government hospitals. He said that educational institutions should be directed not to allow water logging anywhere in and around the campus and to guard against mosquito bites, parents should asked that the children to wear clothes that cover maximum part of the body.

The Chief Secretary has instructed the officials of the city development department to make special arrangements for cleanliness in the slums. He said that the general public should be made aware that the vector of dengue mosquito thrives in clean and stagnant water, so coolers, flower pots and vessels to provide water to the pet animal and birds should be regularly cleaned and emptied. Apart from this, they should also be asked to destroy / dispose of waste items like cups, glass, thermocol pieces, plastic containers, plastic seats, etc. around their house immediately.

Tiwari said that the teams inspecting the dengue larva from door to door should be directed to inform the public at the time of inspection that the water tanks and utensils should be covered properly so that the mosquito cannot enter and breed there and it is advisable to use mosquito repellent cream, sprays, nets etc.

The Chief Secretary said that favorable conditions for breeding of mosquitoes have arisen due to the conditions of water logging generated due to abnormal rainfall in different districts. Dengue cases have been found in various districts of the state, especially in metropolitan cities, such as Lucknow, Kanpur, Prayagraj, Agra, Varanasi, etc. Therefore, by establishing interdepartmental coordination, immediate effective steps should be taken for prevention of dengue and strict compliance of the guidelines should also be ensured.

He also directed to ensure strict compliance of instructions given by the Supreme Court on 4 November regarding air pollution control in the state. He said that all possible steps should be taken at the level of concerned District Magistrate, Superintendent of Police, Tehsildar, Police Station, District Agricultural Officer, Lekhpal, Gram Panchayat and Gram Pradhan to completely prevent the incidents of burning of agricultural waste and stubble under their Jurisdiction. He said that in case of incidents of burning of agricultural waste, it should be treated as a violation of the orders given by the Supreme Court, action against them will be taken as per rules. Inventory of the incident of burning agricultural waste and the person responsible will be prepared soon.

The Chief Secretary has given stern directions that appropriate pressure should be used for water sprinkling as per the consultation with IIT Delhi to control road dust. He also added that uninterrupted electricity supply to be ensured in the National Capital Region and complete ban to be imposed on running diesel generators except in health care services, emergency services till further orders.

Keeping in view to curb the alarming Pollution level inUttar Pradesh, he directed the UP Pollution Control Board to immediately stop the air pollution industries against the standards and ensure legal action against them. He has also given instructions to ensure action for effective control of all possible sources of air pollution such as vehicular pollution etc.
